Type gpedit.msc 3.> local computer policy> computer configuration > administrativ template>network >Qos Packet Scheduler on the right side click "limit reservable bandwith" it's written there "not configurated" so double click please and you will find layout "limit reservable bandwith Properties". enter setting> choose 'enabled' and reduce 20% to 0> apply>OK. that' all guys
